During World War II, the Germans sought to concentrate all the Jews in one place. They acted to concentrate the Jews in ghettos and established concentration camps.
הַגֶּרְמָנִים בִּתְקוּפַת מִלְחֶמֶת הָעוֹלָם הַשְּׁנִיָּה רָצוּ לְרַכֵּז אֶת כָּל ה ַיְּהוּדִים בְּמָקוֹם אֶחָד. הֵם פָּעֲלוּ כְּדֵי לְרַכֵּז אֶת הַיְּהוּדִים בַּגֶּטָאוֹת וּפָתְחוּ גַּם מַחֲנוֹת רִיכּוּז.
However, this infinitive can be used in other contexts as well, for example: The government decided to concentrate all forces at the northern border in order to protect the area.
