לְחוׄקֵק
There are infinitives where we can see the noun they relate to within the word itself. The infinitive "to legislate" is one such example—we can clearly see the word "law" within it.
יֵשׁ שְׁמוֹת פֹּעַל שֶׁאֲנַחְנוּ יְכוֹלִים לִרְאוֹת בְּתוֹכָ ם אֶת שֵׁם הָעֶצֶם שֶׁאֵלָיו הֵם מִתְיַחֲסִים. שֵׁם הַפֹּעַל 'לְחוֹקֵק' הוּא שֵׁם פֹּעַל כָּזֶה. אֲנַחְנוּ רוֹאִים בְּתוֹכוֹ אֶת הַמִּילָּה חוֹק.
Indeed, the meaning of the infinitive "to legislate" is to establish laws.
