The meaning of the infinitive "to ignite" is to light a fire, but with a negative connotation.
פֵּרוּשׁוֹ שֶׁל שֵׁם הַפֹּעַל 'לְהַצִּית' הוּא לְהַדְלִיק אֵשׁ, אֲבָל עִם קוֹנוֹטַצְיָה שְׁלִילִית.
Physically, someone who wants to ignite something would pour gasoline and set fire to a place deliberately.
מִבְּחִינָה פִיזִית, מִי שֶׁרוֹצֶה לְהַצִּית מַשֶּׁהוּ, יִשְׁפּוֹךְ בֶּנְזִין וְיַדְלִיק אֵשׁ כְּדֵי לִשְׂרוֹף מָקוֹם כָּלְשֶׁהוּא בְּכַוָּנָה.
Metaphorically, a person may wish to ignite a war, conflict, or argument between two sides. To ignite such situations, they would stir up discord, telling each party harmful words about what the other side supposedly said about them.
מ ִבְּחִינָה מֵטָאפוֹרִית יֵשׁ מִי שֶׁרוֹצֶה לְהַצִּית מִלְחָמָה אוֹ סִכְסוּךְ אוֹ וִיכּוּחַ בֵּין שְׁנֵי צְדָדִים. כְּדֵי לְהַצִּית אֶת אֵלֶּה הוּא יְסַכְסֵךְ בֵּין הַצְּדָדִים, וְיַגִּיד לְכָל צַד דְּבָרִים רָעִים שֶׁהַצַּד הַשֵּׁנִי אָמַר עָלָיו.

מִי שֶׁמְּעַשֵּׁן צָרִיךְ אֶת הַמַּצַּת כְּדֵי לְהַצִּית סִיגַרְיָה, אֲבָל עָדִיף שֶׁלֹּא, כִּי זֶה לֹא בָּרִיא לְעַשֵּׁן.
