אַדֶּרֶת

is a cloak, and some say the word means a coat. This doesn’t change the meaning of the expression.

אַדֶּרֶת הִיא גְּלִימָה וְיֵשׁ שֶׁאוֹמְרִים שֶׁפֵּירוּשׁ הַמִּילָּה הוּא מְעִיל. זֶה לֹא מְשַׁנֶּה אֶת מַשְׁמָעוּת הַמִּשְׁפָּט.

We use this expression when we discover that something we wanted to change is actually the same thing with a slight and insignificant difference.

אֲנַחְנוּ מִשְׁתַּמְּשִׁים בַּמִּשְׁפָּט הַזֶּה כְּשֶׁאֲנַחְנוּ מְגַלִּים שֶׁמַּשֶּׁהוּ שֶׁרָצִינוּ לְשַׁנּוֹת הוּא בְּעֶצֶם אוֹתוֹ דָּבָר עִם שִׁינּוּי קַל וְלֹא מַשְׁמָעוּתִי.

We use this phrase a lot in the political field.

אֲנַחְנוּ מִשְׁתַּמְּשִׁים הַרְבֵּה מְאוֹד בַּמִּשְׁפָּט הַזֶּה בַּתְּחוּם הַפּוֹלִיטִי.

Prior to the elections, political parties present their ideas and highlight the uniqueness and differences between them, but after the elections, we discover that we’ve ended up with the same thing again. There isn’t much change, and if another party is elected, we realize it’s just "the same lady in a different cloak"!

לִפְנֵי הַבְּחִירוֹת הַמִּפְלָגוֹת מַצִּיגוֹת אֶת רַעֲיוֹנוֹתֵיהֶן וּמַרְאוֹת אֶת הַיִּחוּדִי וְהַשּׁוֹנֶה בֵּינֵהֶן, אֲבָל אַחֲרֵי הַבְּחִירוֹת אֲנַחְנוּ מְגַלִּים שֶׁקִּבַּלְנוּ עוֹד מֵאוֹתוֹ הַדָּבָר. אֵין הַרְבֵּה שִׁינּוּי וְאִם נִבְחֲרָה מִפְלָגָה אַחֶרֶת אֲנַחְנוּ רוֹאִים שֶׁזֹּאת אוֹתָהּ גְּבֶרֶת בְּשִׁינּוּי אַדֶּרֶת!
